Course Description

Note: This is a six-hour Protective Services Enrichment training.

 

This training is a review of all the Older Adults Protective Services regulations related to facility investigations. Participants will work on a case to identify reporting actions, develop an investigative plan, and determine the next steps.

Regulations covered:

  • § 15.21. General reporting provisions. (voluntary reports)
  • § 15.45. Situations involving State-licensed facilities
  • § 15.101. General. (confidentiality)
  • § 15.105. Limited access to records and disclosure of information
  • § 15.157. Confidentiality of and access to confidential reports. (mandatory reports)
  • § 15.151. General requirements. (reporting suspected abuse)
  • § 15.152. Additional reporting requirements. (reporting suspected serious abuse)
  • § 15.153. Contents of reports
  • § 15.154. Reports to the Department and coroner by agencies
  • § 15.155. Investigation
  • § 15.156. Restrictions on employees
  • § 15.157. Confidentiality of and access to confidential reports

 

OAPS staff are required to attend six (6) hours of enrichment each calendar year (Jan. - Dec.)

 

Registration

  • Individual online registration is required for each person
  • Enrollment is only available to adult protective services (APS) and older adults protective services (OAPS) staff and is not available to the public.

Course Outline

A. Types of Facilities (1.00 hour)

This session includes a discussion on the barriers to completing excellent investigations. The types of facilities in Pennsylvania will be reviewed. Personal care home, assisted living residences, and nursing home services will be discussed.

B. Agency Responsibilities when Facility Abuse Reports are Received (1.00 hour)

This session explains protective services responsibilities when reports of abuse and neglect are received. The difference between voluntary and mandatory abuse reports will be discussed. Reporting and notification requirements will be reviewed. Participants will complete activity #1, which is a review of a Report of Need, and list the time frames and the reporting actions that the facility and the agency must complete.

C. Evidence Collection in Facilities (1.00 hour)

This session describes the types of evidence available in a facility, including resident medical and personnel records. Interviewing collaterals will be discussed. Participants will complete activity #2, which is developing an investigative plan for the Report of Need in activity #1.

D. Actions when Multiple Reports are Received (.50 hour)

This session reviews the actions that must complete when subsequent reports are received for the same older adult during an opened investigation. Participants will complete activity #3, which is a review of a Report of Need for the same older adult in activity #1, and list the time frames and the reporting actions that the facility and the agency must complete for the second report.

E. Facility Investigation Practice (1.50 hours)

In this session, participants complete activity #4, which is starting the investigation for the Reports of Need from Activity #1 and activity #3. Witness statements, facility, and hospital records will be reviewed, and investigative plans will be updated as new issues are identified. Observations and next steps will be discussed.

F. Plans of Supervision and Confidentiality (1.00 hour)

This session is a review of restrictions on employees. Plan of supervision contents and collaboration with licensing will be discussed. Confidentiality requirements for both voluntary and mandatory abuse reports will be reviewed.

 

Learner Outcomes

Upon completion of this course, participants will have the ability to

  1. Describe the differences between a nursing home, personal care home, and an assisted living residence.
  2. List the types of facilities in Pennsylvania where protective services caseworkers investigate complaints.
  3. Summarize key points of the protective service regulations for facility investigations.
  4. Explain mandatory and voluntary reporting.
  5. List area agency on aging and facility requirements for notifications for voluntary and mandatory facility reports.
  6. Describe investigation requirements.
  7. Describe protective services confidentiality requirements for voluntary and mandatory abuse reports.

Training Details

  • This training is presented live, through Zoom Meetings. It is a combination of classroom learning, reading materials, and assignments
  • All participants will be required to have the following technology to join the online course:
    • Zoom Meeting access (prior to the meeting day, check for Zoom updates that need to be completed)
    • a computer microphone and speakers turned on for the entire online class
    • a web camera turned on for the entire online class. The camera is to be positioned so the instructor can see your face on camera.
    • Participation is required
  • Participants must be on time and attend the entire training for credit
  • Participants may not be in transit for the duration of the Zoom training
  • Training materials and Zoom Meeting link will be sent to registered participants one week prior to the training
  • Certificates will be issued electronically after the successful completion of the training

Social Work Continuing Education

This training has been approved for 5.5 continuing education hours by Temple University Harrisburg. Temple University Harrisburg is a pre-approved provider of continuing education by the PA State Board of Social Workers, Marriage and Family Therapists, and Professional Counselors.  These credit hours satisfy the requirements for LSW/LCSW/LMFT/LPC biennial license renewal
