Course Description: This course examines the principles, challenges, and real‑world applications of ethical leadership and decision‑making within the Liberian context, with special attention to the historical and contemporary influence of the United States. Through a multidisciplinary approach that blends political history, governance studies, ethics, and leadership theory, students explore how leaders make decisions in complex environments shaped by conflict, reconstruction, cultural diversity, and international partnerships.

Instructor Bio: Dr. Samuels is a governance leader, educator, and communicator with more than 17 years of service supporting soldiers and families within the U.S. Department of Defense. She holds a Doctorate in Management and brings expertise in ethical leadership and decision-making. Her global experience includes serving with the United Nations Department of Peacekeeping Operations. A dedicated mentor and published author, Dr. Samuels is committed to empowering diverse communities through education, principled governance, and creative, purpose-driven communication that inspires growth and continuous learning.
