Course Description

This course is mandatory training for adult protective services (APS) and older adults protective services (OAPS) staff that will conduct protective services investigations. The training is focused on the basic knowledge and tools needed to conduct thorough and comprehensive investigations. Training modules are based on APS and OAPS regulations. Participants must complete all 3 days of training and complete all assignments to receive credit.

Prerequisite: OAPS participants must complete the Intake Worker Training Curriculum located on PDA's LMS website before attending this course. This is not a requirement for APS participants. 
Note to OAPS Supervisors and new OAPS workers: The AAA/agency Supervisor or Administrator must set up a PDA LMS 'full' training account for new PS workers under the agency's PDA LMS 'organizational' hierarchy. "Guest" accounts are not to be created.

REGISTRATION

  • This course is for adult protective services (APS) and older adults protective services (OAPS) staff and is not available to the public.
  • Individual online registration is required for each person.
  • There is a limited number of registrations available per training.
  • During this fiscal year, this training will be offered 10 times.
  • Newly hired PS staff: Please enroll through this site by clicking on the course section, adding it to the cart, and following the steps to checkout. This will require setting up a profile for yourself.

  • PS Supervisors ONLY: To request enrollment for a new PS worker, please complete the enrollment request form.

SCHEDULE

  • Participants are required to be on time and attend all three days of the training.
  • Extra time will be needed to travel and navigate heavy downtown Harrisburg city traffic, parking, and walking. Please plan accordingly.
  • Sign-in begins at 8:00 AM. The training begins promptly at 8:30 AM and ends at 4:30 PM.

Food and Beverages will not be provided. Participants are welcome to bring their own. Please give yourself extra time if you plan to purchase food. TUH has available a microwave, refrigerator, vending machines, and water bottle refill station. Strawberry Square has a food court on the second floor and several other food and beverage options.

Note about the Temperature in the Training Room: It is difficult to maintain room temperatures that are comfortable for all participants, and the room temperature may vary. A sweater or jacket is helpful if the room becomes too cool.

 

IN-PERSON TRAINING DETAILS

  • Training days are 8 hours of classroom instruction, on three consecutive days. Each day includes breaks and a one-hour lunch.

PARKING

For participants that are driving in daily, and are not staying at a hotel: there are two parking garages attached to Strawberry Square. Metered street parking is also available.

Walnut Street Garage: The entrance to this garage is on Walnut Street. Enter the Strawberry Arcade bridge on the 2nd floor and turn left. Continue into Strawberry Square through the food court and take the stairs, escalator, or elevator down to the 1st floor. The PA Department of Revenue will be on your right, continue walking down the hall and the entrance to Temple University Harrisburg will be on your right.

Harrisburg University Garage: The entrance to this garage is on 4th Street. DO NOT STOP at the 1st kiosk, proceed up the ramp to the ticket kiosk to acquire a parking ticket. Use the elevator to enter the first floor of Strawberry Square. When leaving the elevator, turn left. Walk down the hall to Temple University Harrisburg.

Metered street parking: The cost is $4.00 per hour and metered parking surrounds the perimeter of Strawberry Square. The parking meter payment machines take credit or debit cards and require the vehicle license plate number to complete the meter payment transaction. These machines do not take cash. The Parkmobile app is also an option for payment.

HOTEL ACCOMMODATIONS

As a courtesy Temple Harrisburg has arranged a sleeping room block at the Crowne Plaza Harrisburg at the GSA rate.

  • The Crowne Plaza Harrisburg is located at 23 South Second Street, Harrisburg PA 17101. The hotel's phone number is (717) 234-5021.
  • Advanced reservations will be required prior to the reservation deadline date, which is 14 days prior to arrival, before 4:59 PM. Reservation requests received after this date will be based on availability at the hotel’s prevailing rates. Book immediately, as space is limited and the hotel sells out quickly.
  • The group reservation information is below and will be located on the electronic receipt, once the course registration has been completed.
    • If needed, the hotel's Direct Contact is Jignesh Desai, General Manager, and can be contacted via email at jig.desai@cpharrisburg.com. Include "Temple University Group" in the subject and body of the email.
  • Reservations must be guaranteed by a major credit card or cash deposit equal to a one-night room charge and tax. Individual accounts must be paid for in full upon departure.
  • Hotel check-in is 4:00 PM and check-out is 11:00 AM.
  • Hotel cancellation policies require any cancellation to be made no less than 24 hours in advance of the check-in date.
  • The sleeping room rate is the GSA rate of $109.00 per night. Rates are subject to occupancy tax and sales tax, which is currently 11%.
  • Valet parking for overnight guests is available for $15 per night/per car and is available on a first-come basis (with unlimited in/out privileges).
  • Temple University Harrisburg will not pay for any charges related to the hotel, including fees for rooms, taxes, parking, no-shows, or cancellations. This includes weather-related cancellations.

  1. Online through Temple's dedicated room block page on the Crowne Plaza website, by clicking this link and entering the date for check-in (Monday) and Check-out (Thursday).

Learner Outcomes

By the end of this presentation, the participant will be able to:

  1. Recall the definitions of abuse, neglect, exploitation, and abandonment as defined in the Older Adults Protective Services Act (OAPSA) and the Adult Protective Services Act (APSA).
  2. State the rights afforded under OAPSA and APSA in connection with a protective services investigation.
  3. Describe what it means to be either an adult or older adult in need of protective services as defined by APSA and OAPSA.
  4. Describe the role of a protective services investigator.
  5. Discuss the process and principles of a protective services investigation.
  6. Explain the tenants of self-determination and confidentiality.
  7. Recall the time frames to respond to and complete a protective services investigation.
  8. Apply the information learned and, after reading a report of need, be able to identify possible risks and indicators of incapacity and create an investigative plan.
  9. Use a trauma-informed approach when conducting protective services investigations.
  10. Describe the components of and practice conducting a protective services investigation.
  11. List different individuals who can be interviewed during a protective services investigation and describe the type of information to obtain from each.

SOCIAL WORK CONTINUING EDUCATION (optional)

This training has been approved for 18 continuing education hours by Temple University Harrisburg. Temple University Harrisburg is a pre-approved provider of continuing education by the PA State Board of Social Workers, Marriage and Family Therapists, and Professional Counselors.  These credit hours satisfy the requirements for LSW/LCSW/LMFT/LPC biennial license renewal.

To obtain Social Work CE Credit, please complete the following items:

  5. First and last names will need to be included in the evaluation. 
  6. The evaluation will be sent via email after the training concludes.

TRAINING CANCELLATIONS

In the event of inclement weather, TUH will make every effort to cancel events with as much advance notice as possible. Notification will be sent via email (from Temple's registration system) once a decision has been made to close fully or have a delayed opening. In all instances, TUH will follow the University’s cancellation decisions.

Note: If a course is canceled due to any circumstance, the hotel sleeping room cancellation is the responsibility of the registered PS staff. Temple University Harrisburg will not pay for any charges related to the hotel, including fees for rooms, taxes, parking, no-shows, or cancellations.
